Abstract

The objective of this paper is to review the major non-oil sector policy measures from I 960 to date, appraise them in the context of growth in output; and to put on record the implications for future policy direction. The rest of the paper is organized into three Sections. Section II reviews the major policy measures (past and present). The focus of the section is the articulation of policies and strategies adopted to diversify the productive base and stimulate growth of the non-oil sector. Section III appraises the effectiveness of the measures as well as their shortcomings, while Section IV which is the concluding part, draws implications for future policy direction.
